London, November 11.- It is rumoured that, owini? to the heavy drain caused by the despatoh of troops for service in Egypt and India, it has been decided by the War Office to augment the British army by ten battalions. Mr Parnell, addressing a publio meeting at Liverpool last night, made an appeal to Mr Gladstone to submit to the electors some scheme of government for Ireland, which should be consistent with the maintenance of the unity of the Empire. Constantinople, November 12. — The members of the Conference are in unison on the principle of restoring the status quo ante in Eastern Roumelia, but differ as to the best means of attaining that end. Rangoon, November 12. — King Theebaw has issued a proclamation announcing his determination of exterminating the English. The Burmese forces are blockading the River Irrawady, so as to prevent the ascent of the British troops to Mandalay. Rangoon, November 13.— The proclamation issued by King Theebaw summons his subjects to fight the English, but admonishes them to kill none until they shall have crossed the Burmese frontier. Great uneasiness is felt in Mandalay, and the European residents are leaving as rapidiy as possible no hindrance being offered to their movements by the Burmese. Rangoon, November 16. Major General Prendergast reports that the British launch Turquoise attacked and captured a Burmeso man-of-war in the Irrawady River. The capture was effected in the most plucky manner. At the timo of the capture the vessel was lying iv the shelter of the Minhla fort. Calcutta, November 13, noon. — The Indian Government are in receipt of advices from Major-General Prendorgast, comma iding the British expeditionary force to Buimah, to the effect that the troops under his command have crossed the Burmah frontier and entered the district of Myboa. Calcutta, November 14. A British proclamation has beon issued formally announcing the deposition of King Theebaw from the throne of Burmah. Major-General Prendergast, with the troops under his command, has arrived at Schaifeturys, and an attack on the Burmeso position at Munhla is imminent. Calcutta, November 16. — The AngloRussian Commission for the settlement of the Russo-Afghan frontier question has met at Zulfikat. New York, November 13. Telegrams have been received in this city from Galveston, Texas, statinec that a disastrous conflagration is raging in that city. The fire broke out this morning, and all efforts to suppress it have, up to the preeent, been unsuccessful. Sixty blocks of buildings have already been destroyed, and damage to the extent of upwards of four million pounds has already been done. Hundreds of inhabitants have been rendered houseless and destitute. Ottawa, November 17.— Riel, the halfcaste, was executed yesterday.
