Heavy rains and floods have occurred in Mexico washing out railroad beds in all directions. The Cuban revolutionists have had several encounters with the Spanish troops, particularly in the Cinco Villas district. Many leading Spaniards and prominent Americans are in sympathy with the revolution. The Isthmus ceased to be duty free on Oct. 9. Custom-houses are now established at Colon and Panama under the law passed in 1 884, that charge import duties at the rate of 80 per cent, of the duties levied at other Customhouses in the republic. Peru is represented in a deplorable condition. Letters from the revolutionary General Cacores has been intercepted which led to ' the imprisonment and banishment of merchants and public men in several cities. Canon Media, one of the most distinguished prelates of the Republic, had been ordered to leave the country. Horrible atrocities had been committed by the rebels at lea.
