RADICALS IN CONTROL. ADHESION TO MOSCOW. By Cable. — Press Association. — Copyright. (A. & N.Z.) PARIS, Dec. 2C. The Radical element cracked the whip of mastery over the opening session of the Socialist Congress at Tours, and made it clear that that body will favour adhesion to the Third Communist International at Moscow. It is indicated that even the Bolshevik creed of 21 points will be acceptable to a large majority. The delegates of the French country districts, who usually are more conservative, declared in favour of Bolshevik principles. This is believed to be a protest against the Allied attacks on the Soviet.
