The Sumner Borough Council met last •vening, there being present: The Mayor (the Hon. J. Barr, M.L.C.), Crs H. J. Vales, T. Drvburgh, H. C. Jamieson, Vi. G. Black, C. M." Boswell, F. Gill, C. Benjamin, and T. E. Whitfield. , . The Standing Committee recommended that notices be served on residents to provide proper covers for rubbish tins, to Srevent refuse from getting wet, and that le usual notice prohibiting the use of the ■water supplv for watering gardens l>c advertised. Other recommendations were that 'a reward of £5 be offered for information leading to the conviction or any person using electric current in the borough contrary to the council's conditions; that 100 ft yOf hose be ordered, and a box and hose, with r the necessary fittings, be installed at Monck's Spur, in connection with the Fire Brigade's recent recommendations for improvements in fire-fighting apparatus; that an offer be made to the Lyttelton Harbour Board to dismantle the small jetty at Heathcote bridge, provided that the council is allowed to cut the poles off at low water; that the necessary steps be taken to have the land on which the Scarborough Tea Room stands and the reserve included in the borough; that a grant of £2O be made to the Lifeboat Brigade, the brigade to have the same status as the Fire Brigade, namely, that of a voluntary brigade under the control of the council. The recommendations were adopted. The Gisbome Borough Council forwarded jib resolution in connection with the raising of funds bv local bodies, recommending the Introduction and adoption of a system of premium bonds in respect of local bodies loans. Councillor characterised the system as a "gamble, pure and simple." It was dreided merely to receive the letter. A petition from ratepayers urged that telephone communication be established •with the superintendent of the Fire Brigade. Cr Black said c that there was another petition coming forward shortly, asking for & proper fire-fighting apparatus in the borough. , It was decided that the matter be held over until something further wus heard of the second petition. An application by the band, of the Ist (Canterbury) Regiment for permission to play in the borough next Sunday was granted. The matter of lighting arrangements on Scarborough Hill was referred to the gas engineer. The Standing Committee reported that it had received a cony of a petition in regard to the exclusion of the Mount Pleasant area from the borough, and had referred it to the borough solicitor. It had instructed the town clerk to take action against four persons for allowing cattle to wander on the Streets. The Mayor had been requested to call a public meeting ia the Council Chambers on December 11, at 8 p.m., to- discuss the annual gala. The report was adopted. The State Advances Office wrote that tin council had been granted a loan of £BOOO foi the purpose of extending and improving the .water supply. NEW BRIGHTON.

A meeting of the New Brighton Borough Council was held last evening, there being present. The Mayor (Mr F. Kibblewhite), Crs C. Israelson, \V. H. Bellamy, F. Muirson, R. Browning, B. Stokes, J. YV. Bissett, F. Sincock, J. Gamble, E. Leaver. The North Beach Surf Club recommeuded" the following appointments as beach inBsectors8 sectors at North Beach.—C. B. Bailey, G. L. ull, C. Saint-Merat, B. The Christchurch Drainage Board, in reply fa a letter regarding the condition of the. lower reaches of the River Avon, suggested that the council call a conference of dolegates from the City Council, YVaimairi Countj- Council, Heathcote County Council, Barbour Board, and Drainage Board to discuss the matter. It was resolved that a meeting be called for Monday, January 17, 1921, in the City Council Chambers. The Mayor and Cr Bellamy were appointed delegates. A Arm of land agents wrote on behalf of a client offering to buy the council's section on the corner of Bexley and Page's Roads. The matter was referred to Crs Leaver, Bellamy, arid Israelson to report to the council. The Reserves Committee recommended that Mr Bhilpott be granted an extension of time of three months in which to complete his willow-cutting contract, also that £2O be spent in cutting down the broom in the pomain. It was decided to prohibit the playing of cricket in the Domain, other than on the concrete pitch. ( In view of the fact that the Defence Department has the use of the Scout house twice weekly, and that better facilities have been provided, It was decided to increase the rent by 50 per cent., making it £39 per annum. The report was adopted. On the recommendation of the Works Committee, it was decided to write to the secretary of the Berry Street Syndicate drawing attention to the damage done to the -roadway by the sand being blown away from the edge of the scoria, allowing It to Subside, also asking the syndicate to expediate the footpoth formation work. The Tramway Board wrote offering to pay half the cost of the formation of a barri- . cade to be erected to protect Bowhill Road . corner. It was decided to have the work j done. The Finance Committee reported that seven building permits had been issued to the value of £1193, making a total to date of %B5 permits, valued at £32,751 10 -. LYTTELTON. •The Lyttelton Borough Council met last evening, the Mayor, Mr YV. T. Lester, presiding. Others present were: —Crs J. T. Morton, F. G. Norton, G. S. Morris, J. Gower, YV. J. Elliott and J. H. Collins. . A motion of sympathy with Cr G. Whitford in his recent accident was carried. The Chief Inspector of Explosives, in transmitting a copy of the Explosive and Dangerous Goods Amendment Act, 1920' requested to be advised if the council Wished to be gazetted a licensing authority under the Act. It was agreed to apply for the authority mentioned. The officer-in-charge of the architectural branch office at Wellington of the New Zealand Government Railways, wrote expressing thanks lor plan of sections at Diamond Harbour, whicii the council had ofTered to sell to the Railway Department. The offer, it was stated, was under consideration. The council granted permission to Mr H. H. Fire Brigade wrote requesting a donation towards the expense of sending representatives of the brigade to the United Fire Brigades' demonstrations to be held at Napier In February next.—The application was referred to the Finance Committee for favourable consideration. A further application by the brigade for permission to shift the practice tower from the recreation ground to the end of Norwich Quay, near the Seamens' Institute, for Are practice purposes, was granted. The Estates Committee recommended that the sale of No. 3 sub-division, Diamond i Harbour, be advertised by means of an illustrated booklet, in conjunction with advertisements in the newspapers, instead of plans.—The recommendation was adopted. The Lighting Committee recommended that Mrs S. Sullivan, who had applied for permission to use an electric iron, be informed that the request could not be granted, as the Public Works Department had given instructions that, until further notice, no more heating or power points, were to be connected.—The recommendation was adopted.
