MANIFESTO BY HERTZOG. By Calle. — Press Association. — Copyright. (A. A N.Z.) CAPE TOWN, Nov. 5. General Hertzog has issued an Election manifesto, in which he accuses the Government of being inspired bv a purely imperialistic policy which led to South Africa being dragged into the War and making great sacrifices to beneiit the Empire. If the policy were continued it must lead to bankruptcy, if not revolution. He characterises the Ministers as merely British agents, and denounces General Smuts's policy of closer union with the Empire as meaning political' and economic subjection or revolution. General Hertzog calls on the Afrikfmder people to co-operate in the deence of the Fatherland's liberty and frustrate the Imperial policy. Their motto must be "South Africa first, Voutli Africa always."
