BOROUGH COUNCILS.

SUMNER. The Sumner Borough Council met last night, there being present: Crs T. E. Whitfield, C. Benjamin, I-. Lill, C. M. Roswell, H. J. Yates, R. Picrcy, H. C. Jamieson, and T. Dryburgh. In the absence of the Mayor (the Hon. 3. Barr, M.L.C.), Cr Whitfield was voted to the chair. The Works Committee reported that on the Main Road nt Shag Rock the traillc was tearing out the metal very rapidly, and the committee had decided that tar should be applied as soon as possible in order to protect the road from further damage. All the seats on the Esplanade had been painted, put in good order, ami replaced on new wood. The lately-formed portion of Augusta Street had been finished with a topdressing of scoria. The footpath from the top of the street down to Slater Street had been cleaned, and the lately-formed path top-dressed with fine scoria. The report was adopted. The committee set up to consider the lifeboat requirements of Sumner recommended: (1) That the post to the right of the landing stage, which was a menace to the launching of the lifeboat, be removed; (2) that, owing to the present alarm system being out of order, either a bell or an electric siren be procured; (3) that a proper appliance be installed for either pumping or baling out the lifeboat; (4) that, owing to the dangerous work entailed, it was necessary that oil the members of the Lifeboat Brigade be insured as son as possible; (5) that a board, composed of representatives of the Sumner Borough Council, the Lifeboat Brigade, and contributing bodies, be formed to ensure the upkeep of the lifeboat. The council approved of the recommendations, and it was decided that the committee should meet members of the brigade with a view to drawing up a constitution for the proposed board. WOOLSTON.

The fortnightly meeting of the Woolston Borough Council was held last evening, there being present: The Mayor (Mr C. Hill, in the chair), Crs D. Mcßae, G. T. Owen, H. McLaehlau, L. Hart, J. C. Hobson, T. E. Radcliffe, and J. L. Gant. The Mayor said that, in company with ofliccrs of the Public Health Department and the clerk, he had visited Hill's Tanneries on Saturday last. The officers agreed that the position as stated by the council was not exaggerated. The visit was satisfactory inasmuch as the manager promised to have the cesspits covered and the other complaints attended to. As the District Health Officer (Dr H. Chesson) had condemned a house in Regent Street as a tenement, formal notice to quit had been served on the tenants. The Mayor's report was adopted. The Finance Committee's report, which was adopted, stated that, while approving of the good work carried out by Mr H. G. Ell, M.P., and others in regard to the Summit Road, it regretted that it was not in a position to make a vote to assist towards the completion of the road. A letter from the Opawa Community Association referred to the smoke nuisance from the engine sheds. The letter, which was on the lines of a communication sent to the General Manager of Railways, expressed the opinion that the method suggested by the department for abating the nuisance was not likely to prove satisfactory. It was suggested that the department obtain outside advice on the matter. The letter was received. The report of the Electricity Committee stating that four houses had been wired and additions made to two houses was adopted. The By-laws Committee recommended that the application by the Kaiapoi Woollen : Company for a drain be approved, subject to conditions laid down by the District Health Officer. The committee also recommends that the council insist on the owner of a house at the corner of Matlock and Smith Streets carrying out the repairs recommended by the District Health Officer. The report was adopted.
