(Rec. Nov. 3, 12.5) PARIS, Oct. 31. The Supreme Council discussed Germany's Armistice violations. It was disclosed that Great Britain accepted responsibility for the custody of the German Fleet at Scapa Flow and guaranteed that France would not suffer the loss of her share of the ships she would have had. Great Britain is demanding reparation for the sunken fleet from the German Government.
