(Rcc. Nov. 3, 9.15) SAN JUAN, Nov. 1. Porto Rico is facing a serious food shortage due to the New York harbour strike. The price of flour has doubled and the soldiers have a reduced rice ration. The Governor has cabled to Washington asking for immediate shipments.
