In the final Austrian Treaty there are no changes in the political military, naval and air terms as presented on July 20.. There are slight economic-concessions. The reparation section affirms the responsibility of Austria and her allies for war damage, but the Entente recognises Austria's ability to pay is reduced by other provisions of the treaty. This will be taken into account by the inter-Allied Reparation Commission; which, without delay, will fix Austria's contribution until May, 1921, and will later assess the amount of the full debt dischargeable within 30 years thereafter. A new clause affecting the proposed union with Germany says that Austria's independence is inalienable until the League ■of Nations onsents and Austria undertakes to abstain from participating in the affairs of another nation.
