Labour's Chairman did not increase the overdraft at the rate of £SOOO a year. Labour reduced the overdraft. Citizens' Chairman 1913-15 increased rates and increased the overdraft by £9OOO. Labour's Chairman 1915-17 kept the rates down and reduced the overdraft by £BOOO. Citizens' Chairman 1917-18 increased the rates by one-eighth of a penny, or £3021, and reduced the overdraft by only £446. If Citizens' Chairman had not increased the rates by £3021 there would have been a deficit of £2575. If Labour's Chairman had increased the rates by £3OOO a year, Labour could have reduced the overdraft by an additional £6OOO, making a reduction of £14,000 in two years. LABOUR KEPT THE RATES DOWN.
