The Italian ambassador declined an invitation to attend the conference which is considering the League of Nations Covenant, particularly Japan’s claims to the insertion of the recognition of racial equality. BOLSHEVIK ARMIES HARD PRESSED. REINFORCEMENTS FOE NORTH DIVERTED TO EAST. (A. A K.Z ) (Riv. April £9, 8.40 a.m.) NEW YOEK, April 28. Dispatches from Archangel say that heavy Bolshevik reinforcements, which recently arrived on the northern front for the purpose of opening a heavy offensive against the Allies, were hurriedly withdrawn and sent to the Viatk (Volga) front to stem the advance of the Russian Anti-Bolshevik Army. BOLSHEVIK NAVY CRUISING IN GULF OF FINLAND. (A. k N.Z.) (Bee. April 29, 9.40 a.m.) COPENHAGEN, April 28. The Bolshevik Navy is cruising in the Gulf of Finland. Eathonian torpedo-boats have been sent from Reval to fight them. WHOLE BOLSHEVIK ARMY SURRENDERS. (A. k NX) (Ree. April 29, 12.40 p.m.) PARIS, April 25. The entire Bolshevik Army of 20,000 on the left bank of , the Pripet surrendered to General Petlura, with 35 guns. GERMANY AND THE LEAGUE OF NATIONS. WILL NOT SIGN PEACE TREATY UNLESS ADMITTED. The Paris correspondent of the “New York Tribune” states that the British Minister at Berne has" sent a message to the British plenipotentiaries saying that the Germans would not sign the Peace Treaty unless the Germans were immediately admitted to full membership of the League of Nations. HEW COVENANT RECOGNISES THE MONROE DOCTRINE. (A. k NX) (Rcr. April 29, 11.35 a.m.) LONDON, April 28. The original members of the League of Nations will be the Allied signatories of the Peace Treaty, numbering 32. The British Dominions will be counted as separate members. Thirteen neutrals will be iuvited to -join. The most notable amendment to the Covenant, of which the revised text is published, expressly states that the Monroe doctrine and international engagements designed to maintaining peace shall remain valid. All League decisions must he unanimous, except when • specifically provided otherwise. COVENANT ADOPTED WITHOUT JAPANESE AMENDMENT. (A- k NX) (Ree. April 29, 12.40 p.m.) PARIS, April 25. Baron Makino made another effort to introduce the racial equality amendment to the League of Nations Covenant. The revised Covenant of the League was adopted officially without the amendment. -President Wilson, in a speech, announced that Sir .Erie Drummond, of Great Britain, had been nominated as the first Secretary-General to the League of^Nations. THE EX KAISER WANTED FOR TRIAL. HOLLAND TO BE ASKED TO SURRENDER HIM. (A. k N.Z.) (Her. April 29, 8.40 a.m.) WASHINGTON, April 28. The new articles proposed for insertion in the Peace Treaty include the arraignment of the ex-Kaiser, and his trial by five international judges, and also a request to Holland to surrender him.
