EXCHANGE OF PRISONERS.
FRANCO-GERMAN AGREEMENT. (A. i N.Z.) LONDON. Slay 27. The Geneva Red Cross Society has published the principles governing the Franco-German exchange of prisoners. The convention, in addition to the exchange as already disclosed, abolishes the category of civilian prisoners. Civilians henceforth will have the choice of returnI ing home or residing at a fixed adj dress. Deportation will be abolishI etl. The inhabitants of occupied j territory may be forced to work, but only near home.
