The 'New York Herald" states that there is undeniable evidence from Antwerp thai Germany had resolved upon violent measures during the recent German-Dutch negotiations over the transit of war mateiials. Several divisions of German troops were hastily concentrated al Antwerp. The danger may recur over steps Which Germany seems to be contemplating to force special economic arrangements on the Dulch.
