PETROGRAD RIOTS.
MUCH DAMAGE DONE. GOVERNMENT CALLS CONFERENCE. "The Times" Service. (Received March 13, 2.10 p.m.) . PETROGRAD, March 12. Demonstrations in the outlying districts and the manufacturing quarters resulted in great damage being done. Windows of shops and factories where the workers refused to strike were broken. Cossacks are patrolling in every direction. There is no news from Moscow, where the crisis is more acute. When news of outside events became known, the Duma suspended its discussion. The President (M. Rodzianko) demanded that the Government should call a conference in order to avert a crisis. The Prime Minister (Prince Nicholas Galitzine) agreed to a conference between representatives of the Government, and the municipal bodies. The Duma leaders met and decided to hand over food distribution lo the municipalities. It is noteworthy that M. Protopopoff (Minister of the Interior) was not invited to the conference, at which Prince Galitzine presided. The Duma on Tuesday will pass a Hill placing the control of food supplies in the hands of zemslvos and municipalities throughout the Empire.
