DISMISSAL OF INCOMPETENT GENERALS.

The correspondent of "The Times" at Rumanian Headquarters reports that this: has been the severest winter ever experienced in Northern Rumania, and the weather has suspended the campaign. There have been from 30 to 45 degrees of frost in the mountains, where the troops are entrenched, and there are frequent deaths from cold. The enemy is suffering the most. General Averescu, the Rumanian Commander-in-Chief, taking advantage of the inaction, lias reorganised the army. His discipline is most strict. He tried and shot a young cavalry efficer for retiring from a position without permission. General Averescu and General Poizan have put a new spirit into their men. They have removed the majority of the generals who commanded in the autumn campaign, replacing them with young men. They have done everything to prepare for a successful spring •ampaign. The food question is difficult, as the majority of the civilians are now living in Moldavia. The authorities have ordered abundant sowings and plantings, and are doing their utmost to prevent a shortage.
