The immediate creation of a submarine base at the Atlantic entrance to the Panama Canal was recommended in Congress by the Secretary of the Navy (Mr J. Daniels), who asked for a vote of $1,500,000 for the purpose. UNIVERSAL TRAINING OF YOUTHS PROPOSED ARMY STAFF DRAFTING A BILL. Australian and N.Z. Cable Association. (Received February 12, 9.10 a.m.) WASHINGTON, February 11. The General Army Staff is drafting a Universal Service Bill. providing for the enrolment and drilling of half a million youths of I'H years of age annually.
