DELAY IN MOBILISATION. CAMPS MUST NOT BE OVERCROWDED. [Special to The Sun.] WELLINGTON, December /'. One reason for the postponement of the mobilisation of the 21th Reinforcement until next month was the fact that the departure of the 20th Reinforcement was being delayed for certain reasons. Four reinforcements, the bulk of the 20lh, the 21st, the 22nd, and the 23rd are, now in camp, and the addition of another reinforcement this month would mean overcrowding, and the medical authorities, who have been studying camp sicknesses very closely during the last six months, are insistent that nothing of the kind must take place. A considerable amount of building has been in progress in the camps lately, and it is understood in this connection that the medical staff has made recommendations in view of the coming of another winter.
