PAPAL CONSISTORY.
MERCIER KEPT AWAY. Australian and N.Z. Cable Association. DOME, December G. The Pope has protested against Germany's refusal to allow Cardinal Mercier to attend the Consistory. The Pope's Consistorial discourse will condemn the Belgian deportations and air raids upon open towns. AN IMPORTANT STATEMENT. DEPORTATIONS CONDEMNED. Australian and N.Z. Cable Association. (Received December 8, 11.50 a.m.) NEW YORK, December 7. The Rome correspondent of the "New York Times" reports that the Pope's allocation to the secret consistory is so couched as to convey impartiality, reprobating all violations by the belligerents of human and divine laws. Direct reference is made to the deportations of Belgians as a war measure unprecedented in the history of civilised nations.
