The Archbishop of Rouen and Rennes will also be created cardinals, making eight French cardinals, as compared with five in Austria-Hungary and four in the British Empire. The selection of cardinals is regarded as nn indication of the political views of the Vatican. Pro-Ally Catholics are delighted to find thai no Austrian or Gorman prelate has been included in the promotions.
