Much interest centres in the Papal Consistory,.which is to be held at the end of the month. The Pope will confer the red hat on the well-known French Patriot, Monsignor Labaudy, Bishop of Arras, who is to be transferred to Lyons, and Avill become Primate of Prance. The Archbishop of Rouen and Rennes will also be created cardinals, making eight French cardinals, as compared with five in Austria-Hungary and four in the British Empire. The selection of cardinals is regarded as nn indication of the political views of the Vatican. Pro-Ally Catholics are delighted to find thai no Austrian or Gorman prelate has been included in the promotions.
