"Under the lap betting'' was the term used by a witness in a ease under the (laming Act at the Magistrate's Court yesterday, when describing the. modus operandi of a certain class who frequent race meetings. In reply to a query from the Magistrate (Air T. A. B. Bailey, S.AI.j, the witness explained that "under the lap" meant "illegal." It originated in the times when there were licensed bookmakers, who practised their calling under the protection and "in the lap" of tlse law. Those who were not so fortunate in securing this paternal, or rather maternal, nursing of the "powers Miat be," naturally had to lay the "odds" surreptitiously. Hence the term, "under the lap."
