LAW OF NATIONS.

DEALING WITH SUBMARINES.

ALLIED NOTE TO NEUTRALS,

Australian and N.2. Cable Association. (Received October 4, 1.50 p.m.) LONDON, October 3.

The Allied Governments' memorandum addressed to the Governments of certain neutral maritime States urges that the principles of the laws of nations as applying to submarines are affected by special and novel considerations. Therefore any place supplying a submarine warship far from its base becomes a base of naval operations.

The Allies consider that submarines should be excluded from the benefit of the rules of the law of nations regarding admission to sojourn in neutral Powers' waters. A belligerent submarine on entering a neutral port should be detained.

The Allies warn neutrals of the danger of their submarines frequenting the war area.
