Hanan, for the issue of certificates of proficiency and competency in Standard VI, Tlie total percentage required for a pass is not increased, bill candidates must cjualify in reading and coinposition. It has been found that pupils who wore weak in both were gaining admission to free places, and the .Minister considers the requirements were 100 low. An exception is made with regard to IVec places in technical schools, especially in the ease of pupils who though unable to reach the standard required excel in (hawing, handwork, and science. Provision is being made for an endorsement to that effect, and to differentiate between the requirements demanded for free pi,ices in high and technical schools.
