(Received August 25, 2.5 p.m.) NEW YORK, August 24. The Norddeutscher-Lloyd steamer Willehad, which has been taking refuge at Boston since the beginning of the war, slipped out early to-day, presumably for New London, as she obtained a clearance for that port. The officials say that they wish to reduce the docking charges, and deny having any connection with the expected arrival of the Bremen. There arc many rumours that the Bremen is near, and there is great activity among the German agenfs of the company. The authorities say that the Willehad was entitled to a transfer to a port within the three-mile limit.
