AN APPEAL ALLOWED.
I'ress Association WELLINGTON, July 22. The Chief Justice to-day delivered judgment in an appeal against the decision of the magistrate in'the case of Emily Thomas, who Was convicted and fined for keeping a house of ill-fame. The case turned on the point of the validity of a Wellington city by-law. The Chief Justice held that the by-law was invalid, and allowed the appeal.
