RISE IN RATE OF EXPENDITURE. Vuilfd Strtier. LONDON. July 21. In the House of Commons, Mr H. McKenna, Chancellor of the Exchequer, in reply to questions, said i the rise in the rate of national ex - penditure during the last seven weeks was due, firstly, to the Go- j vernment's purchases of American j securities, and secondly, to the rate' at which advances to our Allies and. the Dominions were drawn upon. He was hopeful that the expenditure! would decline.
