PETROGHAD, July 21. ; The new Russian blow in Yolhy- • nia opens up possibilities of aetion in the Vladimir, Volynski, and Lemberg regions. The enemy is no longer able to eounfer General Kaledin either to the north or the south. Nearly all the Austrian armies are now broken up, and the Germans are unable to send assistance to General Pflanzer’s forces, which yrc retiring beyond the Carpathians into Transylvania. Meanwhile the Austrian population is panic-stricken, and hurriedly removing its valuables l;om Lemberg. Correspondents at the front praise f the desperate bravery of some of the \ Germans, who voluntarily fettered themselves to their machine guns, j Three men, including an officer,! were fettered to each gun. The Russians found some of them still working their guns while standing in pools of their own blood.
