MEETING OF COUNCIL

I The lloatlii-ote County Council met i last eveuiug, then l being present I.Messrs (j. Scott (chnirmaß),' G. M. Hal). :<'. 11. Flavell, (I. K., Burton, W. Searff, !E. Armstrong, and H. Cooksloy. . Mr l-'lavoll moved:-—''That the portion of (lie resolution in reference to ! ihe installation for the Lyttelton I Borough Co.une.il stating 'the cost of I laying to he ;i charge to the Valley general account ' be reconsidered, and the work be a charge against the Valley electricity loan." The motion was ! carried.

Mr Burton moved:—"That- in future the council's office be open to the public from 10 a.m. to noon ami from 2 p.m. to -1 p.m. on five days a week, and from 10 a.m. to noon on Saturdays.'' The resolution was carried. Mr-Brown-moved:—"That this council during the currency of the war pay all the workmen who arc earning less than £•"> per week 1/3 per hour.'' Mr Ball seconded the motion. Mr Cooksley supported the motion, but complained that some of the. men were incompetent. The motion was parried.

The special committee' appointed for the purpose recommended that the engineer she instructed to prepare plans and estimates of cost of connecting the Cashmere electrical lighting with the Lake Coleridge system, including the alteration of lighting from direct to alternating, and to connect all the street lamps through one switch: also that the City Council be asked to submit proposals for electric Current to Cashmere for lighting ami water pumping, taking into consideration the advisability or otherwise of using the present plant. The report was adopted.

The Electrical Committee recommended the council to request the Tramways Hoard to instal a 100 c.p. lamp at the Ferry Bridge: that the engineer be instructed to report on the cost of changing the Cashmere electric installation from direct to alternating current, and to provide for the pumping being done by power from Lake Coleridge; that the City- Council be requested to submit its contract for lighting at Opawa; and that the county engineer be authorised to engage another engineer .for the Cashmere P<jwer Station, instead of Mr Bi'otherton, who has obtained another situation.—The .report was adopted. . ...

The Finance Committee recommended that arrangements be made for an overdraft'of £6OOO, and that all electric poles not required be sold; also that the council apply for an Order-in-Couneil, extending its power in respect of the use of all electric power obtained from Lake Coleridge under the Lake Coleridge Power Act, 1915,, with the view of obtaining a loan for the purpose of taking Lake .Coleridge current into Cashmere Riding, and that the clerk go to Wellington at an early date 'to interview the Minister on the subject, as well as the question of advances to ratepayers for reticulation purposes..— The report was adopted. ; It was decided to spend £l6O on I'age's Road. It was also decided, On the motion of Mr Cookslev, to spend £l4O oii Hillsboro Road. A resident on the Hackthorne Road wrote, calling the attention of the council to the undesirable position of a septic tank. It was decided to ask the engineer and the health ofliccr to inspect and report. The health officer wrote, forwarding complaints from Avonside residents concerning a nuisance arising from a wool,.works. It was decided to send a copy of. the letter to the owner of the works, and to ask the inspector to report.

Mr Siddal) was appointed to represent the council at a conference• of county councils, to consider tlie matter of subsidies under the Selwyn County Oouncil Subdivision Act.

Mr Burton was appointed to represent the council on the conference to consider the small birds nuisance.

The Avonside Burgesses' Association wrote, forwarding a series of com plaints concerning iu the j, insanitary state of the channel on the east side of Gloucester Street, urging tha£ the chaimels through the district be swept regularly, and that the .asphalting pf Shelley Street be completed. It was decided that the complaints should be attended to at once.

• Mr Cooksley moved that the Public Works Department be asked to remove its electrical wires- from the middle of the footpath in the Hillsboro Riding. Mr Burton and Mr Hall supported the motion, which was carried.
