Several members of Cabinet express the opinion thai the United States will probably accept the German assurances for the future, and will not break off diplomatic relations unless there are further outrages. Cabinet will leisurely consider a course of action, and will not come to a decision for at least a week. The Stock Exchanges completely recovered on receipt of this news.
