PEACE AND PLENTY.

CONDITIONS IN SAMOA. COLONEL LOGAN'S REPORT. Press Association. AUCKLAND, January 3. Peaceful and prosperous conditions have been established in Samoa under British administration. Lieut-Colonel Logan returned to Auckland to-day on furlough, and before leaving for the south had an interview with the Hon James Allen. Mr Allen afterwards stated that he had discussed with Colonel Logan a number of important questions regarding the administration of the Islands. Colonel Logan gave a good account of the natives of Samoa and their loyalty to the Administration. The civil administration had been well established, and the country was now more prosperous than it had been under German rule. The expenditure was lower and the revenue greater; the finances had been audited, and the audit had been satisfactory. Colonel Logan also informed the Minister that the interning of a number of Germans who had been brought to New Zealand during the last few weeks had had a good effect by removing the possibility of trouble. The garrison forces were being maintained by a system of reliefs, and the mobility of the forces had been greatly increased by the provision of horses and bicycles for the greater portion of the men.
