There have been sensational disclosures by Dr Karl Buenz Manning, director of the Hamburg-Amerika Company, who has been examined in the American Government's, case .of alleged conspiracy against the United States by the fitting out of steamers at American ports to assist German warships in the Atlantic and Pacific. Dr Buenz admitted that full; instructions had been issued from Berlin a year before the war broke out - t telling him how to secure neutral:vessels to supply,; German warships, if the British Navy held thtf sea communications;-. The Hamburg-Amerika line had a private agreement with tile German Government in this regard, arid it had received $1,000,000 since the warj»egan, direct from Berlin, to enable it » to carry out. its agreement. Captain Boyed, the German Military Attache, acted as intermediary, and the German Embassy at Wasnington was fully cognisant o| every* detail of the conspiracy. All documents were handed to it for transmission to Germany. Although Britain had severed the cables in the Atlantic after the war began, the Hamburg-Amerika Line was able to maintain constant cable communication with Germany.
