The Anglo-French Financial Commission's negotiations with Eastern bankers has reached a virtual agreement as to the details of the proposed loan. Four members of the commission leave for Chicago to "V confer with Western bankers on the tentative terms. The amount of the loan will be about 500,000,000 doiiars, and the securities joint Anglo-French notes. Interest will be 5 per cent., yielding investors 5? per cent., tlie notes being issued slightly under par, with the privilege of conversion at the maturity of the notes;.holders to receive cash, or joint Anglo-French 15 or 20-year bonds, bearing 41 per cent, interest.
