PREFERENCE TO FRIENDS. (Received September 2, 2.10 p.m.) ' LONDON, September 1. ,Dr Dillon, writing in the "English Review," advocates a scheme for forcing the smaller neutrals into the war. He states that the Allies ought to adopt two tariffs, of which the lower would be applicable to goods from countries who fought against Austro-Germany. Dr Dillon justifies this on the ground that the smaller nations are even more vitally concerned in an Austro-German defeat than the present combatants. «
