THE HOUSE. [From our own Parliamentary Reporter.] WELLINGTON, Julv 27. The House met at 2.30 p.m. EXPIRING LAWS CONTINUANCE. The Hon. A. L. Herdman moved the second reading of the Expiring Laws Continuance Bill, explaining that it extended the operation of certain Acts passed in connection with the war until August 31, 1910. The motion was agreed to. SETTLED LAND AMENDMENT. The Settled Land Amendment Bill was considered in committee. Mr Herdman explained that the object of the Bill was to amend section 27 of the principal Act with reference to powers of sale, so as to put the No 2 law on the same footing as that of England. It was intended to meet a point that had arisen in an Auckland case. Sir Joseph Ward suggested that a full explanation of the matter should be made on the third reading, so that it could be fully understood. Personally he did not believe it was always a good thing to follow the precedents of the Old Country. It appeared to him that with the amendment the court, in the case of a dispute between beneficiaries, would have definite powers of set I lenient without reference to any "manifest intentions" or inferences. Mr. Herdman said that this would be done. The Bill was reported and the third reading deferred.
