A difficulty is facing the Powers in that there are no houses fit to shelter diplomatic representatives. The French Government is sending a collapsible house in parts. The citizens of Scutari urge that Scutari should be the capital of Albania, otherwise there is a danger of its becoming detached from the Fatherland.
