DEPENDENCE ON GERMANY.

A congress of exporters at Kieff resolved that it is necessary to liberate Russia from economic dependence on Germany. It was stated that the present treaty was humiliating and the congress decided to urge immediate development of commercial relations with Britain, Italy, and other countries.
