PEOPLE’S SAFETY PASTORAL LETTER IGNORED MALTA, Saturday. The Privy Council has issued an ordinance staying all further election proceedings, in the interests of public safety. Malta is in a ferment, following the recent pastoral letter of the bishop, Monsignor Gonzi. The police have prohibited crowds, and gatherings in the streets for political demonstrations without permission. Many staunch Constitutionalists have intimated they have destroyed their vo>:ig certificates, in spite of the compulsory voting laws. Other voters have decided to return blank papers, and others have elected to do without the Sacrament rather than abandon the party. The pastoral was torn down from the doors of several churches.
