INCREASED EXPENDITURE OF £4,000,000 HOPES OF LONDON PARLEY (United P.A. — Bjj Telegraph — Copyright) WASHINGTON, Saturday. In a speech at Louisville, Kentucky, President Hoover outlined proposed internal developments which he said would necessitate an increased expenditure of £4,000,000 a year. The annual increase was equal to the cost of half a battleship. If they were so fortunate as to save on the annual outlay on naval construction as a result of the forthcoming Five Powers Naval Conference in London, nothing could be a finer or more vivid conversion of swords into ploughshares BRITAIN’S DESIRES Mr. Winston Churchill, former British Chancellor of the Exchequer, addressed the American Iron and Steel Institute. He said it was his great desire that Britain and the United States should be for all time equal on the seas. The hope was also expressed by Mr. Churchill that they would be strong Powers because they did not want all the good people to be disarmed and all the evil people to be heavily equipped. “We like to see our friends well armed, of course,” he said. Mr. Churchill said Britain desired to reach an agreement on naval arms limitation. He asked for an understanding of the position in whiph Britain is placed by reason of the vast extent of her Empire.
