MACHINES OF WAR
Sir, — He the suggested conscription of wealth, made in wartime: would this be fair to the capitalist who is being increasingly taxed to provide for war preparation (in addition to the war burden he is already carrying-) ? The problem is not how to finance war, by conscription of war-made wealth in wartime, but how to end the horror of war. Every stage of human progress has been accompanied by improvements in the art of murder, until we shudder at the thought of having to use the horrible war weapons we are now producing. WILLIAM PERRY.
