M. RYKOFF APPOINTED PRESIDENT FOREIGN AFFAIRS OFFICE (Australian and N.Z. Press Association Reed. 12.45 p.m. MOSCOW, Wednesda; The Central Executive of the Sovie Union has elected M. Rykoff presi dent of the People’s Commissars
which is eqquivalent to the Prime Ministership. M. Tchltcherin was re-electexl -Foreign Affairs Commissar. An Astrakhan message states that the Soviet has arrested 200 officials of Government co-operative organisations there on charges of bribery and corruption. It is alleged that, they have been illicitly profiting from trade with the capitalists.
