STRAINED RELATIONS
CHINESE ARREST RUSSIAN CONSULATE STAFF CONTROL OF A RAILWAY (United Service) PEKING, Wednesday. Relations between Russia and China are already strained, and arc likely to become considerably worse as the outcome of a recent raid on the Soviet Consulate at Harbin, and the arrest of about 40 inmates. The Chinese authorities claim that the premises were used as a meetingplace by members of the Third (Communist) International, and that they have documentary proof of a secret agreement between General Feng Yuhsiang and the Soviet Government. But another reason assigned for the action is an important move in the Chinese campaign to secure compi le control of the Chinese Eastern Railway, which at present is a joint Chinese and Russian enterprise.
