ROYAL COMMISSION SET UP TO INVESTIGATE LABOUR AND CONDITIONS British Official Wireless Reed. 11 a.m. RUGBY, Thursday. The Viceroy of India, Lord Irwin, j announced on January 28 at the open- | ing of the Legislative Assembly, that i the King had approved the establishment of a Royal Commission under the chairmanship of Mr. J. H. Whitley, to inquire into the conditions of labour in India. His Majesty has now approved that the commission be constituted with the following terms of reference: “To inquire into and report on the existing conditions of labour in industrial undertakings and plantations in British India; on the health, efficiency and standard of living of the workers; and on the relations betw r een employers and employed, and to make a recommendation.” Mr. Whitley, the chairman, is a member of the British House of Commons.
