HOPE DISPELLED FOR THIS YEAR SOVIET PRESENTS A PLAN (Australian and N.Z. Press Association) Reed. 9.5 a.m. GENEVA, Monday. Jonkheer Dr. John Loudon (Holland) dispelled the hope of a full disarmament conference this year, stating that it was impossible at this meeting of the Preparatory Commission to proceed with the second reading of the draft convention. This means that the chief business of the session will be the discussion of the Soviet’s proposal for a 50 per cent, cut In armaments. The Chinese General Tsing TsoPing gave notice of a resolution that now the peace pact was signed, all the nations should discard compulsory military service.
