TEMPORARY JUDGE APPOINTED MR. JUSTICE FRAZER TO ACT (Special to THE SUN) WELLINGTON, Monday. It has been announced that the president of the Arbitration Court, Mr. Justice Frazer, has been appointed as a temporary judge of the Supreme Court. This will probably mean there will be no sitting of the Arbitration Court from the time his Honour takes up his new duties until next February at least. The weakening of . the numerical strength of the Supreme Court Bench through the death of Sir William Sim, and the grave operations through which the Chief Justice, Sir Charles Skerrett, has had to go, is responsible for the appointment. The absence of Mr. Justice Herdman in England lias also reduced the strength of the Bench. Mr. Justice Frazer, who was born in Dunedin in 1880, received his education at the Nelson College, and after deciding on a legal career, continued his studies at Otago University and Canterbury College, obtaining the LL.B. degree in 1905. In the following year, he was admitted to the Bar as a barrister and solicitor. In 1908 he secured the Bachelor of Arts degree, taking the Master of Arts degree with honours in history and economics the following year. Commencing practice in Hawke’s Bay, he was afterwards transferred to Christchurch, and in June, 1911, was appointed a stipendiary magistrate. He held this position, principally at Auckland and Wellington, until 3919, when he acted in the responsible positions of chairman of the Public Service Appeal Board and also of the Post and Telegraph Appeal Board. In 1920 he was appointed to the post of assistant public service commissioner, and in January, 1921, he was made judge of the Court of Arbitration, which position he has held until the present.
