OUTLAWRY OF WAR (United P.A. — By Telegraph — Copyright) (Australian Press Association.) WASHINGTON, Thursday. The original draft of the proposal submitted by the Secretary of State, Mr. F. B. Kellogg, for a multilateral treaty outlawing war will be resubmitted to the Powers with only one change, and adherence invited on that basis, according to informtaion received in authoritative circles in Washington outside the State to-day.
