PACT DRAFT AMENDED
OUTLAWRY OF WAR (United P.A. — By Telegraph — Copyright) (Australian Press Association.) WASHINGTON, Thursday. The original draft of the proposal submitted by the Secretary of State, Mr. F. B. Kellogg, for a multilateral treaty outlawing war will be resubmitted to the Powers with only one change, and adherence invited on that basis, according to informtaion received in authoritative circles in Washington outside the State to-day. The department itself is silent on the subject, but it is learned that the change is embodied in a clause inserted in the original preamble, specifying that the signatories to the treaty will be immediately released, as against any Government or party to the pact which violates, it, There .are. now indications in informed circles that France at least will object if more reservations are not specifically set forth.
