Hostile Canadian Senate Deals Heavy Blow To Government.

A heavy blow was dealt the Government to-day by the hostile Conservative Senate majority in the rejection of a Bill proposing to amend the British North American Act and the virtual constitution of the Dominion. The Government proposed through the amendments to give the provinces the right to impose taxes directly to meet debts and relief, also to set up a Dominion loan council, under which all provincial loans would be controlled. Mr. Meighan, the Senate Conservative leader, insisted that direct taxation for the provinces would wreck the confederation.
