WARNING TO FOREIGNERS

The Nanking Government has forwarded Notes to the British and other Governments concerned urging them to withdraw their nationals from the danger zone at Fukien to places of safety. The British replied agreeing subject to local exigencies, but the Japanese refused, and declared it impracticable to withdraw their nationals numbering several thousand. It is assumed here that Nanking ; is seeking to regularise the position I in the event of foreigners being imperilled as a result of the impending Government offensive.
