MAY DOMINATE WORLD WHEAT MARKET CONFERENCE DILEMMA LONDON, March 22. The "Morning Post's" Rome correspondent reports that the agenda for the second Wheat Conference, opening on Thursday, is fixed to bar political considerations, but the presence of a strong Russian delegation gives it a distinct political as well as an economic character.

Fifty-four countries will be represented. It is obvious that if wheatgrowing countries agreed to curtail sowings, Russia would have a free hand to dominate the wheat world. America has foreseen this dilemma, and has sent, only observers. Thus it will not participate in a scheme which would entail persuading the American farmers to reduce their acreage in favour of Russia.
