BILL BEFORE THE PEERS. AMENDMENTS INSISTED UPON. RUGBY, .Line 24. The House of Lords to-day insisted by large majorities upon amendments to the Coal Mines Bill which the House or Commons had rejected. One was an amendment excluding the district levy, which Lord Salisbury, on behalf of the Conservatives, declared was in the nature of a bounty for the export of ooai and was quite indefensible. Anothci was an amendment insisting upon'(h c princijlc of the spread over of !-/C hours iter toitnight, instead of 7.', hours pet day. This amendment was," however, drafted in a new form designed to remove all suspicion that was likely to create- indignation against th< ; peers at the genera' election. Cabinet will consider the action of the peers to-day and is expected to consult the Minors' Federation before finally deciding. If the miners are willing to agree to the spread-over hours, the measure may bo saved.
