M. POINCARE RESIGNS

TO UNDERGO OPERATION. ERIAND TO FORIVi MINISTRY. PARIS, July 27. Tito Prime Minister, ML Raymond Poincare, has resigned in order to undergo a- serious operation. Cabinet has folded suit ami the Foreign Minister, M. Briand, has been asked to form a Ministry. Deeply moved by the nows af AT. Poincare's illness, Die Ministerial Council instructed M. Briand and MLouis Marthou, Minister of Justice, to convey to M. Poincare its affectionate sympathy and to urge him to remain head of the Government while taking the required rest. Later, after a lengthy consultation with his colleagues, who failed to induce M. Poincare to reconsider his decision, President Doumergu© commissioned ML Briand to form a Ministry ,which he will proceed to do to-morrow. If successful this will be his twelfth Cabinet. The King of England and the Prime Minister Air. Ramsay MacDonald, have telegraphed their; sympathy to M. Poincare. English newspapers pay tribute to M. Poincare’s career, which ‘‘culminated in the ratification of the debt agreements” by the Chamber and the Senate this month. The operation has not yet been performed. Doctors are' confident of M. Poincare's recovery.
