LITHUANIAN DICTATOR DISCOVERS A PLOT
HIGH OFFICIALS AKKEtfTED. KOVNO, January 30. Professor Valdemares, the Lithuanian Dictator, who is notorious in League of Nations circles for long, bellicose speeches, and who has the reputation of speaking sixteen languages, has discovered a plot to overthrow th e Government, Eighteen of the highest officers of the Kovno garrison have been arrested, including' the Chief of the General Staff, General Plechavit'chtus. According to Warsaw despatches almost the whole of Lithuania is restive and open mutiny is expected.
